The Valuation Certificate (Property Golden Visa)

Valuation Certificate is an official legal instrument issued by the Land Department (typically the DLD in Dubai) that establishes the current market worth of a real estate asset. In the context of the Golden Visa, it serves as the definitive proof that an investor’s equity meets the AED 2,000,000 threshold, regardless of the historical purchase price.

When is a Valuation Certificate Mandatory?

While a Title Deed is the primary proof of ownership, a Valuation Certificate becomes a mechanical necessity in the following scenarios:

  • Market Appreciation: If a property was purchased for AED 1.5M but its current market value has risen to AED 2.1M, the certificate allows the owner to qualify for the Golden Visa based on current equity.

  • Gifted or Inherited Property: To establish a formal value for assets acquired without a traditional Sales Purchase Agreement (SPA).

  • Portfolio Consolidation: When an investor owns multiple units (e.g., three apartments worth AED 700k each) that collectively exceed the AED 2M requirement.

Technical Details: Issuance and DLD Compliance

  • Issuing Authority: Dubai Land Department (DLD) or approved municipal valuation committees.

  • Validity Period: Typically 90 days from the date of issuance for residency applications.

  • Service Fee: Approximately AED 2,000 to AED 4,000 depending on the property type and location.

The Valuation Process: Smart vs. Physical Inspection

  • Smart Valuation (AI-Driven): For standard residential units, the Dubai REST App utilizes algorithmic data to issue instant digital certificates.

  • Physical Inspection: Required for unique villas or commercial buildings where historical transaction data is insufficient to verify the AED 2M threshold.

Questions on The Valuation Certificate

  • Question: Can I use a bank valuation for my Golden Visa application?

  • Answer: No. While banks provide valuations for mortgage purposes, the ICP and GDRFA strictly require an official Valuation Certificate issued by the Land Department to verify eligibility for the 10-year residency.

  • Question: Does the valuation include the 4% DLD transfer fee?

  • Answer: No. The valuation certificate reflects the Net Market Value of the asset. Taxes, transfer fees, and furniture packages are excluded from the AED 2,000,000 calculation.
